Quality Score is how AdWords caluclates "trust" and is key to calculating both ad-cost and ad-position.  

Quality Score is based on:AdWords Quality Score - Factors of Calculation

  • Click-Through-Rate (CTR) – how often users click your display-ad compared to how many times AdWords presents the ad – each click is a customer vote of trust
  • Display Ad Relevance – how comparable the display ad text is to the customer’s search keywords – using the same search keywords in display ads makes Google "trust" that the customer will find what they are searching
  • Landing Page Relevance – how comparable the landing page keywords-text is to the display-ad text - using the same search keywords on the landing page makes Google "trust" your site will provide the information and value the customer is looking for
  • Other Factors - there are also, presumably, less important factors Google has not released
